What is the purpose of PQS?

PQS is a structured program that trains sailors for watches or duties necessary for the safe operation of the ship. It lays out a defined set of tasks and knowledge for each watch station or duty, with supervisors formally certifying when a person has demonstrated the needed competence. The goal is that anyone assigned to a critical watch can perform procedures, respond to situations, and operate equipment safely and independently. It’s not simply a maintenance manual, nor a general record-keeping system for qualifications, nor an emergency-response guide—the emphasis is on validating readiness and safe performance through practiced, signed-off qualifications.
